Context
The program focus is on the deprived access to primary and
secondary health care for the poorest of the poor. On micro-level,
the target groups in general have limited access to basic quality
health services. These are even harder to access for mother and
children, due the limited attention given to care. Social stigma
keep people with disabilities out of society and, in addition, the
current rehabilitation infrastructure is ill equipped to meet the
needs of the majority of people with disabilities; exclusion and
discrimination is a consistent phenomenon. On the meso-level,
insufficient skills & knowledge of local health personnel and
neglect of a 'rights' perspective among target groups as well as
government towards health services is predominant. Also, sound
referral networks which can facilitate better health services are
absent. At macro-level, government health expenditure is low and
there is a lack of awareness among policy makers on health &
disability issues.
Aim of the programme
As the baseline shows that accessibility to quality health care
is limited, the program aims to contribute to better health care
systems and improved health status by increasing this
accessibility, in particular for the poorest of the poor, focusing
on maternal health and disability. The Theory of Change is that if
the poorest and most vulnerable sections of the population have
increased access to health care by means of specialized as well as
mainstream services, their health status and ultimately their
position in society will improve significantly.
