Context
Natural disasters, overpopulation and corrupt government
negatively affect health for all in the household and particularly
the vulnerable groups. The target groups in general,
especially in the Monga and coastal regions, have limited access to
basic quality health services. These are even harder to access for
mother and children, due to the feudalistic system and the limited
attention given to care. Social stigma keeps people with
disabilities out of society and, in addition, the current
rehabilitation infrastructure is ill equipped to meet the needs of
the majority of people with disabilities. Exclusion and
discrimination of leprosy patients in the regular health system is
a consistent phenomenon. Insufficient skills & knowledge of
local health personnel and neglect of a 'rights' perspective among
target groups as well as government towards health services is
predominant, which leads to insufficient health monitoring systems.
Local authorities have insufficient influence in health
interventions due to the centralized system. At macro-level,
government health expenditure is low and among policy makers a lack
of awareness exists on health & disability issues. In general
eradication of discriminatory practices has low priority.
Aim of the programme
Ultimately, the health alliance will work together to create an
inclusive barrier & stigma free, accessible and sustainable
health system for all in Bangladesh through effective and efficient
direct service delivery in most deprived areas for most vulnerable
groups; through capacity building of community members as well as
civil society groups and through advocacy and policy formulation
for inclusive health.
