Context
At the micro level the impact of HIV/AIDS on rural societies is
huge. Prevalence rates between 20 and 40% have a detrimental impact
on the rural economy as it impacts the most productive labor force.
Women are especially vulnerable for HIV transmission due to labor
migration of their husbands. They also lack proper access to
testing, treatment and support services once they get infected. At
the meso level harmful views in society on sexuality and stigma on
HIV and a lack of proper sexuality education are among the root
causes of the epidemic. At the macro level there has been a
long-term denial within the SA government of the existence of the
epidemic. Insufficient policies and facilities were created for
prevention, care, cure and treatment.
Aim of the programme
The intended results of the country program show the
contribution of interventions to the overall objective (enabled
civil society) and to the result oriented objectives:
well-functioning accountability mechanisms; capacitating change
agents and the establishment of human resource policies and
strategies that contribute to the quality, accessibility and
sustainability of the health system. These specific objectives will
be achieved by: increased participation of target groups in
promoting health and improving their access to health care delivery
(micro level); increased access and improved quality of basic
health care and related services (meso level); strong networks of
CSOs, including grass root organizations, that hold relevant
stakeholders in health service delivery accountable and contribute
to an equal accessible and resilient health system (macro
level).
